Here's why I think a voucher program is the answer.
While this is an untested theory, it is my opinion that no
parent will send their children to a bad (a school that does not teach or
is not physically safe) school if they have other choices.
Simple idea? Certainly. Simple-minded? Possibly. If anyone has proof
that parents will send their kids to a bad school on purpose, please let
me know. (Note: Even in cases where parents send their kids to a school
that you consider bad, i.e., one that teaches "Creation Science" as fact,
the fact still remains that these parents consider the school a
good one.)
The initiative contains reporting requirements which should insure that
parents will have access to sufficient information to allow them to make
an informed dillusionsion based on accurate information.
The voucher program as I am designing it will force bad
schools to
either improve their product or disappear. I believe that it will close a
great many bad public schools, and possibly put a number of teachers out
of work.
I see no reason for a bad school to continue to exist, at least at
taxpayer expense. We need for it to become either a good school or a bad
memory.
While I believe even an incompetent teacher or public school
administrator has a right to make a living, I do not believe that
they have a right to continue to waste the time, or worse, endanger the
safety of children, I believe that they should change tracks to
something that they are good at.
